The 3rd session of the 39th Legislature began on November 20, 2008. The House adjourned on December 4, 2008.

1. Progress of Government and Private Members' Bills (new and amended legislation).

Bill 5, The Highway Traffic Amendment Act (Promoting Safer and Healthier Conditions in Motor Vehicles)

This Bill amends The Highway Traffic Act to prohibit smoking in a vehicle by a person younger than 16, and by anyone else if a person younger than 16 is present. Bill 19, The Fair Registration Practices in Regulated Professions Act

The government reintroduced this Bill. The Bill tabled and read the first time on September 26, 2007 would provide a better way to recognize international qualifications in Manitoba. The proposed legislation would expand on the qualifications recognition policies and programs developed over the past few years in Manitoba. The new act would set out a code of practice for fair assessment and recognition of internationally-educated applicants. The minister noted foreign qualification recognition has been an issue for labour market development and immigrant integration and improved practices are intended to shorten time needed for qualifications recognition and entry to relevant employment. Complementing the proposed legislative changes, a new website at Career Destinations Manitoba, www.immigrantsandcareers.mb.ca contains profiles of immigrants in regulated occupations and links to assist newcomers to navigate through recognition processes in specific fields. Link to Bill 19, on the Manitoba Legislative Assembly website. The Bill received third reading on November 7, 2007 and Royal Assent on November 8, 2007. It will come into force at a later date.

Bill 32,The Personal Health Information Amendment Act

This Bill amends The Personal Health Information Act. This Bill sets out criteria for a valid consent, and permits consent to be either express or implied, among other things. Link to Bill 32. First Reading May 1, 2008 and Second Reading on May 22, 2008. Sent to Social and Economic Development Comittee for possible review on June 9, 2008. The Bill was amended. Link to amended bill 32. Received third reading on October 2 and Royal Assent on October 9, 2008. Comes into force on proclamation.

 

 

Bill 22, The Worker Recruitment and Protection Act

The Bill aims to regulate the recruitment of foreign workers destined for Manitoba. Proposed provisions will require employers to register with the province when they want to bring workers to Manitoba, and only use recruiters licensed by the province. The new rules would also prohibit charging workers any fees - they would be paid by the prospective employer, among other things. First reading April 17, 2008. Link to Bill 22. Received Second Reading May 22, 2008. Sent to Social and Economic Development Comittee June 9, 2008. Received Third Reading and Royal Assent on June 12, 2008. Will come into force on Proclamation.
