Her Excellency the Governor General opened the First Session of the 40th Parliament on Wednesday, November 19, 2008 with a Speech from the Throne. However, to avoid a motion of non confidence and a coalition government, Prime Minister Harper met with Her Excellency the Governor General on December 4, 2008 to prorogue the government and she agreed. The government will open the next session of Parliament around January 26, 2009, with a Speech of the Throne and a new Budget on January 27.
